COP25: Το e-mc2 με την ελληνική παρουσία στη Μαδριτη.

Ένα, αναμφίβολα κατά τη γνώμη μου σημαντικό αλλά και ευχάριστο γεγονός ήταν η φετινή παρουσία της Ελλάδος στο COP25.

Από προσωπική εμπειρία τουλάχιστον ήταν η πλέον έντονη και πλέον προβεβλημένη παρουσία.

Μένει στο επόμενο COP να έχουμε και δικό μας περίπτερο, που ελπίζω να το κάνουμε, γιατί θα έχει πολλά οφέλη σε πολλά επίπεδα.

Ας τα πάρουμε τα πράγματα με τη χρονική σειρά τους, όμως.

Η Ελλάδα συμμετείχε στις 7 Δεκεμβρίου 2019, στις διεργασίες του COP25 Multilateral Assessment, το οποίο επεξηγείται κατωτέρω στο Παράρτημα 1 στο τέλος του παρόντος άρθρου.

Την δύσκολη αποστολή είχαν αναλάβει οι κκ Κυριάκος Ψύχας, Προιστάμενος Τμήματος Κλιματικής Αλλαγής ΥΠΕΝ και Ιωάννης Σιέμπος, από το ΕΜΠ, Σύμβουλος ΥΠΕΝ και ανταποκρίθηκαν με απόλυτη επιτυχία, αφού την πολύ εμπεριστατωμένη παρουσίαση ακολούθησε επιτυχημένος γύρος απαντήσεων στις ερωτήσεις της προεδρίας καθώς και εκπροσώπων άλλων χωρών.

The Day After

Η σπουδαία ελληνική εκδήλωση για την προβολή της ελληνικής πρωτοβουλίας για την αντιμετώπιση των επιπτώσεων της κλιματικής αλλαγής στην πολιτιστική και φυσική κληρονομιά.

Η ελληνική πρωτοβουλία, η οποία παρουσιάστηκε για πρωτη φορά στο Climate Summit της Νέας Υόρκης το Σεπτέμβιρο του 2019, ήταν μια από τις εννέα εμβληματικές προτάσεις και είχε την τιμητική της και στο COP25 της Μαδρίτης.

Υποστηρίζεται από τον Παγκόσμιο Μετεωρολογικό Οργανισμό (WMO), την UNESCO και επελέγη από τον Γενικό Γραμματέα του ΟΗΕ Antonio Guterres.

Η ελληνική πρόταση στοχεύει στη λήψη μέτρων και τη δημιουργία μηχανισμών για την προστασία της πολιτιστικής και φυσικής κληρονομιάς, στην ενίσχυση της ανθεκτικότητας και των προσαρμοστικών δυνατοτήτων της, καθώς και στην προώθηση της έρευνας και της εκπαίδευσης.

Αξίζει να σημειωθεί πως, ειδικά για τις επιπτώσεις στην πολιτιστική κληρονομιά, δεν υπήρχε άλλη πρόταση πλην της ελληνικής.

Η πρωτοβουλία, έχει ήδη τη στήριξη σημαντικού αριθμού χωρών, ενώ ο κ. Ζερεφός, είναι ο επισπεύδων εμπειρογνώμονας εκ μέρους της ελληνικής κυβέρνησης.

Μάλιστα, επιβεβαιώθηκε όπως είχε προαναγγείλει ο Πρωθυπουργός, η διοργάνωση διεθνούς Διάσκεψης Κορυφής στην Αθήνα για το θέμα αυτό σε επίπεδο αρχηγών κρατών και κυβερνήσεων εντός του 2020.

Πρέπει να γίνει ξεχωριστή μνεία στην Πρέσβειρα κα Νινέτα Λούπα της οποίας οι άοκνες προσπάθειες συνέβαλαν καθοριστικά στην επιτυχία της εκδήλωσης αλλά κα της ίδιας της πρωτοβουλίας για την οποία και συνεχίζουν να συμβάλουν.

The multilateral assessment (MA) is part of the international assessment and review (IAR) for developed countries where countries are assessed on their progress in meeting their 2020 targets. MA and IAR help to promote the comparability of efforts among all developed countries and this builds confidence that all developed countries are implementing climate actions to reduce greenhouse gas emissions.

The MA of the progress towards achieving the quantified economy-wide emission reduction target for 2020 is undertaken for each developed country Party after the submission and technical review of their biennial reports.

Ten Parties have been multilaterally assessed at SBI 51 in Madrid, Spain, on 7 and 9 December 2019.

There is no excuse not to act”: Experts and MPs agree on urgency of climate action at COP25

Experts and parliamentarians meeting on the sidelines of the United Nations Climate Change Conference (COP25) underscored the urgency of parliamentary action to mitigate the effects of the climate emergency.

Over 100 MPs from more than 30 countries attended the IPU’s annual parliamentary meeting during the COP25. Speakers included Jeffrey Sachs, Director of the Centre for Sustainable Development, from Columbia University, United States, and Hans-Otto Pörtner, Professor from the Alfred Wegener Institute, Helmholtz Centre for Polar and Marine Research in Bremerhaven, Germany, and Co-Chair of the Intergovernmental Panel on Climate Working Group II.

The meeting, which took place on 10 December in Madrid, Spain, was organized by the IPU and the Spanish Congress of Deputies. The IPU regularly organizes parliamentary meetings in parallel to the United Nations Climate Change Conferences in partnership with the host country parliament. The meeting is designed to give parliamentarians the opportunity to obtain information directly from climate change experts and to find solutions to implementing the 2015 Paris Agreement.

In her opening remarks, IPU President Gabriela Cuevas stressed that time was running out to mitigate the effects of the climate emergency and called for parliamentarians to maximize their legislative, budgetary, and oversight functions to transform the Paris Agreement into national laws, policies and action plans, and to hold their governments accountable.

MPs heard from the experts about how climate science should shape and inform policies. Mr. Sachs set the MPs a challenge: to ask their governments for a plan to reach zero emissions and present it to COP26 in 2020. Stressing the urgency of taking action to combat climate change, Mr. Pörtner said that the science was clear and there was no excuse not to act. His words were echoed by Saber Chowdhury, Bangladeshi MP and Honorary IPU President, who called on the political class to mobilize. “If the science is so clear, why aren’t we taking action? What is going to bring about change? It is clearly political will. MPs need to act now!”

The meeting followed the publication of a global analysis of climate action policies and laws by the Grantham Research Institute on Climate Change and the Environment at the London School of Economics and Political Science, United Kingdom. The research shows that more than 170 countries have now introduced national policies and laws on climate change adaptation to address impacts including the rising risks of extreme events such as floods and droughts.

The IPU has been supporting parliaments on climate action for the past decade. This year, the IPU held workshops in Zimbabwe, Burundi and Zambia to raise awareness of the climate emergency among MPs and to identify priority actions.

Climate change was the focus of an emergency resolution adopted by Member Parliaments at the most recent IPU Assembly in Belgrade, Serbia, in October 2019. The resolution sets out steps that parliaments can take to implement the Paris Agreement and mitigate the effects of climate change.
